The same code is used to prevent open relays, by restricting the set
of users who can use the mail server to send messages to arbitrary
domains. Surely you don't ask the Exim developers to remove all
access control checks!
It wouldn't solve your problem, anyway, because no mail administrator
is keen to switch to something whose feature set does not even
approach that of Sendmail 5.
