No.

SA would be used in teh ACLs.

It seems that you are using debian or any debian derivate. Debian gives
you two ways to configure exim. One is the splitted configuration one
another is one single config file. In the split configuration which I
prefer, you can find all ACLs in /etc/exim4/conf.d/acl. There should
be some link to your spamassassin.

What /etc/exim4/sa-exim.conf is for is not clear for me as I do not know
which package owns this. Spamassassin is configured in other locations.
