I think having two manpages would be the best:
- one with an overview over exim's philosophy and the command line
options (like the debian version, but I'd put the options to the
top of the file, because that's what the average _user_ needs
to lookup)
- one (maybe called eximcf.8) with a quick reference to all options
for exim's configuration file
The latter could easily be converted from spec.txt.
