No, it doesn't.
Your argument, when extended, suggests that the ability to relay should
be removed.
The facility to arbitrarily relay ("open" relay) should be avoided, as
should the use of arbitrary outward callouts; however there are very
well documented reasons for callouts to be used in loosely coupled
systems with proper trust relationships.
