The Virtual Exim project has been working to act has a neutral bridge
between user administration, server administration, mail storage and
mail collection.

The project itself provides a database (abstracted to use either
Postgres or MySQL, hopefully more in the future), and a web interface
written in PHP.
The system is designed to be neutral, in that you can use:
any POP/IMAP servers which can read authentication data
any web server which can interpret PHP
any file system, or OS to store the mail on
hopefully in the future, any MTA which can read from an SQL db, not
just exim

This method has worked best for us, and allowed us to not need to
reinvent the wheel. The only component we're having difficulty with is
mailing lists. We have a basic starting point ready, but it needs work.
This allows administrators to use any of the many aready availible tools
as needed, with a single application to bind them together in a coherent
manner.
