Its not required, but there is an small advantage to doing that. Since
the MSA service doesn't have to worry about spam, its configuration
will be much more stable. We plan to use separate config files because
there is always a risk of breaking the server when changing the config
file - with MSA in a separate, stable config file, then local users
probably wouldn't notice that. Furthermore, I don't have to worry about
interactions between the two configurations.

However, to get this up and running quickly, we may just use one of the
recipes posted here. Thanks!
