I think you may be under a misconception. There are very rarely any Bcc:
header lines in messages.

The only time Exim does anything with a Bcc: header is when it is called
from a local process with the -t option. In that case, it removes the
Bcc: header after it has taken recipients from it.

Exim does NOT remove Bcc: header lines from messages received from
elsewhere. But, as I said, most of the time they won't be there anyway.

Possible solutions:

(1) Set envelope_to_add in order to put the recipients in an
Envelope-to: header line.

OR

(2) Deliver the messages in BSMTP format.

Sounds as if you need (1) then. I don't suppose POP servers understand
BSMTP.
