They don't, but if all clueless admins would stop administering their
systems and grow trees, the world would be green and the internet
so small that the rest of us may not have a job any more.

Actually, more and more daemons check their config files regularly and
reload them if needed. The last one I saw which does that is diablo
with the dnewsgroups and dreaderd access files. It checks them every
60 seconds and reloads them, if the timestamps indicate that it should
do so. It is convenient.

Personally, I put config files with rdist from the RCS archive to where
they belong and use cmd_special to hup the daemon.
