Indeed. IIRC, it appeared in OpenSSL 0.9.5.

That's right. Some OSes come with OpenSSL (OpenBSD, for
example), but most don't. I don't know how you can detect the
version of OpenSSL installed on the machine, except of compiling
a small program.
