... new code because you are asking for the local_part to be picked apart at
SMTP input time in order to be checked, whereas at the moment it doesn't
get picked apart until delivery time when Exim is in the business of
figuring our what to do with it.

Maybe I can tie this in with verification somehow. Anyway, I will look
at it at some point, but probably not for the next release, which I'm
trying to document and stabilize.
