No so, at least not in Debian stable (wheezy). Instead, the tiny bits
of configuration are concatenated in lexical order of their filenames,
producing the final monolithic configuration file. This is done by the
exim package post-installation script, which also runs at reconfigure
time. The lexical order is probably what the OP means when he talks
about "numbers", although it's obscured by the language barrier :-(
