I'd say, *sending a bounce* is not related to the 5XX at all.

Sending a bounce is "generating a delivery status notification", which
itself is a (mail) message, and is about to RFC5322.

Exim will include an explanation of the problem in this bounce message.
The explanation is the generated from the message of the failing router.


The 5XX is part of the SMTP protocol, and is about RFC5321.
Proper configured ACL may be able to reject messages at SMTP time
(avoiding the need to generate a bounce message). Your ACL can output
whatever error code you want, if your ACL message starts with a 3 digit
string..

    deny    message = 544 I do not like you.
