Did you try it like this:
/usr/local/bin/exim -bV
?

Look in /usr/local/bin for the exim binary, it should be something like
exim-4.68-1 and a symlink called exim should point to it

If not found:
Were there any errors during the make-process?
Are there more than one lines that read BIN_DIRECTORY in your Makefile?
