For other reasons (mostly convenience in writing configurations), we split
Exim into two instances, one for submission (which also sends most submitted
messages that turn out to be outbound) and one for the world to talk to.
They deal with different IP addresses.

Then, I foolishly left the max connections and reserve list (no longer used)
alone. (In the old single configuration, the reserve list favored
submission.) Clearly time to fix things up, thanks to this latest round of
bots.
