This is a receiving problem - right ? Can you send email *to* hotmail OK ?
Can you lookup their MX records OK ?
Although the log entry doesn't immediately look like DNS, you might note
that some sites have recently reported problems resolving hotmail DNS info.
This appears to be due to the hotmail DNS servers now blackholing DNS
queries where the UDP source port was < 1024,
(apart from source port 53, which is let thru at the present time)
