Exim would like to take it as permanent error and notify the sender.
But the sender is empty (F=<>), so it freezes the message. It's a
double bounce.

To avoid it, you should avoid accepting messages that will generate
delivery errors (as messages to unknown users on your side will do, if
you do not reject them as early as possible (in some ACL))..
