The data acl is rune /once/ per mail. That is you can have more then one
recipient per message. What should $local_part contain in such case?

As far as I remember the doc $local_part is not set in any acl except
then the rcpt acl. (But - I'm not sure if local_part is set in other
acl too iff you limited the number of recipients per message to excactly
one.)
