[exim] "HELO given" check at MAIL or RCPT time?

Hi,

the Debian packages have the possibility to easily configure exim to
reject mail acceptance if the delivering host has not given HELO
before ("polite people say HELO first").

I am wondering whether it is appopriate to do that check at MAIL or at
RCPT time. What do you think?
