Exim is quite flexible. untested, but the concept should be clear:

server_condition = ${if and{ \
  {!eq {$2}{}} \
  {!eq {$3}{}} \
  {crypteq {$3}{\
    ${extract {1}{:}{\
      ${lookup {${extract {1}{@%!}{$2}}} lsearch\
        {/etc/vmail/shadow.${extract {2}{@%!}{$2}}}}}}}\
  {1}\
  {... the same with pam}}


This is really not rocket science.
