Since it claims to be working with the string "include:/etc/twousers
(notice there is no starting colon), it is somehow not noticing the two
colons. Check this line very carefully:

all: :include:/etc/twousers
    ^
    ^
Is that a real space character? Also check that your router is looking 
at the file you think it is looking at. Run a test with -d to get more 
information.
