Although each greylisting site sets a window within which retries are
useful, and nothing in the RFCs suggests retrying within that window
(whatever the site sets it to).
And server farms (with members on different class Cs) can successfully evade
the greylisting window for long periods, while a "normal" temporary failure
doesn't faze them.
