Nothing I guess, it just seemed easier to add usernames to a single file,
rather than having to add & manipulate specific ACLs. I assumed the
blacklisting was included in the standard exim config file, I didn't realise
it was debian specific addition. I guess I'll do it the ACL way :)

"blacklist" sound like a debian specific thing. I assume they are only
for blocking based on email addresses.

What is bad about putting the snippet from the archive in you ACLs? I
would do it just like that.
