It's design, and related to the problem statement that produced exigrep.

Early exigrep versions only found lines with the same Exim message ID(s) as
the line(s) containing the hit on the pattern. It was a replacement for
grep pattern log
grep exim-id-1 log
grep exim-id-2 log
etc

Recently, it has learned how to associate some other lines with the message.

I think you need a different tool to examine the reject log. Since the
entries of interest are close together, less comes to mind for interactive
use (whereas less is very clumsy on a busy system for what exigrep does so
nicely--and with so many cycles).
