The dependencies between the packages are very fragile, mostly caused
because all packages need to have priority: important, and will
automatically be installed on all systems if no conflict prevents them
from being installed. This might cause exim4 helper packages to be
installed on systems running an entirely different MTA.

Additionally, this approach might result in a configuration-less
daemon being installed. A bad thing, IMO. People wanting to ditch the
entire Debian magic should be able to equivs themselves a exim4-config
dummy package.

At this time of release, this change is too prone to cause breakage.
