- The ISP sees you as a 'local user', permits cross-box traffic to other
'local users' (that may include many domains).
As it issued you your IP and has 'nailed up' wire to you (the DSL) it
would not necessarily even need authentication.

- Bit it does NOT see you as permitted to use it as a relay host,
probably does not treat your server as a 'peer', and you are apparently
not reaching beyond the ISP's router.

- Try to ping or tenet to port 25 on smtp servers other than your
connectivity provider, and you will probably find the port blocked by
the ISP's firewall / router table rules.

A DSL line, even with a static IP, is not 'automagically' the same as
'backbone' internet connectivity. Check your ISP's ToS.

Even if ordered for business use, one must advise/negotiate with the ISP
as to what services / ports you will need to NOT be blocked. Running a
webserver is usually permitted. Running an MTA may not be.
