The only alternative to log-and-ignore defers is to defer (since warn,
by definition, cannot deny :-). Originally, warn did that. Then people
complained. "It's only a warning; don't let it hold up mail..."

Maybe something else is needed, but I wouldn't want to change the rule
that warn NEVER affects the accept or deny result.
