The SMTP envelope sender is determined by the initiating SMTP client,
which is your MUA (OutLook, you said) in your case.
I am not familiar with OutLook, but I assume the settings you were
showing are from it. I further assumed that the invalid value you
showed as the "return address" setting affects the SMTP envelope,
because it would explain the rejection message you got.
If my assumptions are correct, the problem is in your OutLook
settings, which would be a local PC issue.
