There was a recent nanog thread about verizon anycasting their MXs and somehow
breaking things so that UK based ISPs get pointed to an IP that doesnt have any
kind of mailserver listening on it. Lots of UK ISPs have been reporting this
for a few weeks at least.
Maybe that's what you're seeing?
