Exim in mua_wrapper mode does more than that - for example, it handles
local aliases, which was a requirement for our Linux workstation service.
Most similar software is really half-arsed and only implements the barest
minimum of 821 and 822, which might be OK for a few CGIs on a web server
but is not adequate if you want something robust.
