Right, I see your point. In our case there's only two batches, one of
which is handled immediately and the other after whatever delay the
offering MTA decides. But yes, as you say, if you're looking at
several batches then "n" times 15 minutes, if it really happened,
*would* be considered excessive. But as I say, on the limited number
of samples I looked at, the delays weren't anything like that.

I'll take another look at archived logs when I get a moment, and see
if I can see any abnormal cases - and report back if I find anything
of interest. But as I say, a report from anyone who only allows one
RCPT per transaction, and defers the rest, would be more informative
in the sense of what you're asking.
