Have you installed the package libnet-dns-perl if using Debian?
The spamassassin package only "suggests" it, it doesn't "depend"
which would automatically install it using tools like apt-get and Co.

In case any helper-app (AV-Scanner, spamd, DNS lookup, ...) which is
called via a "deny" statement in an ACL fails, this ACL will return
defer. Or in other words: A deny statement MUST be satisfied for a
message to pass.
