Why do you want to disregard the RFCs in that way? STARTTLS is a feature
of "extended SMTP", which can only be initiated by the client sending
EHLO. That informs the server that the client understands the esmtp
protocol, and asks the server to advertise the extended features that it
supports. TLS support is one of these.
