This should work. Howeer you need to make sure that the alias file is
causing the reject - its not being rejected by an earlier acl or router,
and that you are verifying the recipient in your acls. Also make sure
that the use of verify/noverify on routers is correct.

You should only do routing in a filter if there is no alternative. You
should *never* do routing in a system filter (because your idea of the
recipients is rather blurred). If you are trying to routing within
filters then you have got the overall logic wrong and should review your
config. [The same applies to access control too]
