[Exim] : fail: messages not working

Subject: [Exim] : fail: messages not working
Should a message included with :fail: in an alias file be returned to
an SMTP client? All I get is "550 unknown user". I found the
documentation hard to understand -- it claims that the message would be
included in response to VRFY but didn't explain a situation with RCPT.
I'm running Exim 4.14.
