Many do... a lightweight modern one is Lars Wirzenius' "Enemies of
Carlotta" at
http://liw.iki.fi/liw/eoc/ -- I use it for several
low-volume lists and it works well.
My config to make it work with Exim (version 3) is in the mailing list
archive there.
