Hmm, yes, but it must be used with care!
The problem is, WHAT will be discarded? We need two different meanings
of discard here.

1.) discard a single RCPT TO (when triggered in the RCPT-ACL)
2.) discard the whole message (when triggered in the DATA/MAIL-acl)
