Thinking about this some more, I have come to the conclusion that what
it should really be is a new verb "discard" instead of a "control". The
reason is that it would be useful only on a "accept" verb. I can't think
of any useful specification for it on any other verb, so I think it
would be confusing, whereas a "discard" verb is pretty clear.
