You'd be better off to simply firewall/re-route that address, and
perhaps the inner block it belongs to (207.233.153.128/27) completely
into the void at your network border(s).

Response rate limiting can only go so far to stopping idiots with broken
software (in this case it's apparently Internet Anywhere Mail Server Version:
4.2.4. Build: 2019 by True North Software, Inc.), regardless of their
intent.
