I composed my original message before doing some syntactical
experiments. What was left in the expression was:

        hosts = "${if exists{/etc/exim4/local_host_blacklist}\
                           {/etc/exim4/local_host_blacklist}\
                           {}}"


With the quotes removed, things work as expected.
