What totaly confused me, it failed when I tried exim -M MSGID on the
backup-host, but succeeded with exim -qff.

AFAIK exim -qff just starts exim -M(c?) MSGID for every message in the
queue.

Ohhh, and yes, TLS is used between this hosts.
