You don't need a two-server setup for mailscanning (at least not if you
setup it right).

All your mails are catched by the defer_router, and guess what this
router is for? it defers ALL mails.

Please show the config of this router, i think it's some router the
debian-guys added for dialup-hosts, so no dialup is triggered for every
mail, only under special conditions, a special file or something.
