Is it being passed the remote recipients in the SMTP transaction? If so
it is the sending system that is at fault.

Otherwise there is the strange smell of one of these content/virus
scanners that was written by an utter incompetent and uses the header
recipients to send a scanned message on to.

I think you need to look at how the message is being originally injected
and routed.
