The "c" in "cdb" stands for "constant". That's fine for looking up (you do
you need *something* to build the cdb files...on some machine...Exim only
knows how to read them).
But Exim uses dbm files to help keep track of deferred delivery situations
(and maybe other things). And that is dynamic, so cdb doesn't help there.
You need some dbm which Exim knows how to use.
