Maybe this can be checked with:

if $header_message-id contains $primary_hostname

Or:
if $h_message-id ends "@"$primary_hostname">"
(I don't know if this is valid.)

I wouldn't use either by themselves, because I have valid mail come to my
server without a Message-Id. But I do received mail for
"Undisclosed.Recipients" or "Undisclosed Recipients" without any
Message-Id that I want to block.
