I'm afraid this isn't possible without a lot of work, which isn't
justified now that Exim 4 is in development. Basically, I'm not
developing Exim 3 any more. (And it would not just be a question of
moving it, it would require a mechanism for saying "if auth, don't RBL"
to do what you want.)

The only possibility is the workaround that Peter Radcliffe posted.
