Also if the "primary" is where lots of mail is finally delivered, it may
be useful to give the backup lower priority. (On the otherhand, depending
on the nature of connections, it might be useful to do the opposite in
that situation).

Of course. It absolutely has to function when the primary is down, But
should get as much of its configuration automatically from the primary.
rsync is nice.
