it was the #Exim filter thing. somehow i missed it in the documentation,
and the config examples in the F00* series are all snippets, not complete
filter files, so it didn't appear in any of them.

as far as the director goes, i'm going to be making this a system wide
filter -- so the next step is to learn how to set this up, but from reading
the docs, it doesn't look too bad.
