I'm experiencing some trouble implementing this on my local configuration...

Exim: 3.12

I've copied the filter below directly into a file /usr/exim/global-filter,
the relevant Exim configuration directives are:

message_filter = /usr/exim/global-filter
message_body_visible = 5000

Exim has been restarted to activate the changes, yet I'm still able to
successfully send attachments through the server using Microsoft Outlook
IMO, Build 9.0.2416 (9.0.2910.0)...

I don't see any error messages in any of the logs...

What can I do to investigate this problem?.. How can I work the
configuration or log files so I can find out what I'm doing wrong?
