I am attempting to permit a user on a external network to relay thru
my exim (3.036). They do NOT have their reverse-DNS working. Exim refuses
the relay with the following reject message:
1999-11-02 10:06:17 refused relay (host) to XXX from XXX [142.28.177.2]
(failed to find host name from IP address)

my configure has these settings:
#host_lookup_nets = 0.0.0.0/0 (rem'd out)
sender_verify=true
sender_verify_reject=false
host_accept_relay=/u/exim/etc/friendly_nets (file name with IP's in it)

If they'd only fix their reverse-DNS I don't think I'd have a problem,
but it would appear that they are unable to do this.
Why is Exim still refusing to relay for them?
