Read the log entry.
refused relay (host accept) [...] H=localhost
It's refused on the basis that the connecting host, localhost, is not
allowed to relay through exim.
mailman is sending mail via SMTP to localhost.

but you can't relay it.
Add localhost to your allowed relay list. I usually add the local
interfaces as well.
